Tony Clark aims to inspire a new wave of leadership as the mayor of Hepburn Shire Council.

During the inaugural event for the Wombat Hill Botanic Gardens Day Basin, Cr. Tony Clark encouraged those present to take a moment to close their eyes.

"Embrace the essence of true beauty—not merely its visual aspects, but the deeper beauty this new space has to offer," Cr. Clark stated.

"Listen to the birds and feel the breeze rustling through the branches; it’s about engaging all your senses, not just sight."

This approach exemplifies the fresh and unique perspectives Cr. Clark aspires to bring to his role as mayor. Having been legally blind since he was 20 years old, Cr. Clark, now 56, made history in November 2025 by becoming the first individual with a disability to assume the mayoral position in Hepburn Shire.

"I can imagine some people questioning how someone who is blind can effectively serve as mayor," said Cr. Clark.

"Ultimately, we each find ourselves confined by our personal experiences, and I believe there is a natural apprehension towards differences."

Cr. Clark expressed confidence that his own experiences living with a disability would positively influence the way decisions are made and how problems are approached.

"By enhancing accessibility in services, especially within governmental and local council frameworks, we can elevate the quality of life for everyone involved—and that’s our mission: to create a better living experience for all," he emphasized.

Navigating the Role

While the responsibilities of the mayor may be unchanged, the methods employed are being reevaluated as Cr. Clark integrates assistive tools to navigate his visual impairment.

"I utilize adaptive technology, including a program named JAWS, which audibly reads everything I need to access, delivering it in audio format at a speed of 450 words per minute," Cr. Clark explained, noting that proficient speed readers generally reach around 350 words per minute.

His workplace has also adapted in various ways, such as providing specialized training on presenting information to the council in an accessible manner and accommodating his guide dog, Timmy.

Bradley Thomas, CEO of Hepburn Shire, highlighted that some adjustments have been straightforward, while others were more complex and required additional time to implement.

"I wouldn’t claim we’ve achieved perfection yet," Mr. Thomas admitted.

He went on to note that Cr. Clark has proven to be an invaluable member of both the workplace and the community.

"Tony’s perspective, shaped by his disability and blindness, has significantly enhanced our organization’s focus on inclusive practices," Mr. Thomas remarked.

"It serves as a powerful reminder that individuals of all abilities can strive to excel in significant roles."

Inspiring Future Leaders with Disabilities

Cr. Clark aspires to motivate the next generation of leaders with disabilities by sharing his personal journey.

"My lived experiences carry immense significance," he stated.

"They should not be viewed negatively; instead, they represent a strength.

"A fundamental principle I’ve embraced throughout my life is to concentrate on what we can achieve rather than fixating on limitations."

This message not only resonates with the disabled community but also challenges societal perceptions of ability and leadership.
